Dr. Vereen Barton’s life is a true testament to the power of dedication and service.  She has been inspired by her mother and visionaries like Aurora Lola Baldwin, she has been passionate and committed to serving her community for over 30 years.  As an International speaker, emcee, and a trailblazer for women in law enforcement and leadership, Dr. Barton holds a bachelor’s degree in arts administration and a Master’s and Doctorate in Forensic Psychology. Her incredible dedication to service began as a firefighter/EMT for over ten years, and she has been a police officer for 22-plus years. She is currently the Director of Investigative Services, Recruiting, and the Office of Accountability and Oversight with the Maryland-National Capital Park Police’ Prince George’s County Division. Her dedication to training has earned her the highly coveted MPCTC Instructor of the Year award four times and recognition for excellence in training. She has also received a Police Leadership Award and a Chief’s Award for outstanding service.

Dr. Barton’s commitment to service has also been recognized outside of law enforcement. She received the first Martin Luther King award from the University of Maryland Capital Region Hospital Center’s Domestic Violence and Sexual Assault Center for her work with survivors of domestic violence. Additionally, she received the Edward DeHavine Brown Community Service Award for training her community in CPR.

The exceptionally high success of the inaugural Women in Law Enforcement Conference on Monday 26 August 2024 is the work of Dr Barton and her Barton’s Blue Line Training and Consultation which took place in Washington DC bringing together Law Enforcement, State Attorney for Prince George’s County, Chief of Police for Bowie, Sheriff, the newly appointment Mayor of Littlestown Pennsylvania, Police Officers and Staffs from across the world. On the international front Dr. Barton worked with Law enforcement Leaders from the United Kingdom and Scotland to share information on best practices for law enforcement in the area of leadership,  recruitment and retention, use of force and accountability and oversight. Dr. Barton created ICU Shine Inc.(a nonprofit organization) dedicated to giving a voice to individuals who are often overlooked. Currently, she serves as the Section Manager for the Well-Being Program at the Palm Beach Sheriff’s Office, where she leads all aspects of program operations. In this role, Susan is responsible for staffing, training, and coaching employees while ensuring the well-being initiatives are tailored to meet the needs of the employee population.

Susan developed a new program that expanded mental health resources and education, complementing the existing physical wellness offerings. Captain Jerry Drum began his law enforcement career in 1996 as a Reserve Deputy with the Clackamas County Sheriff’s Office in Oregon City, Oregon.  Captain Drum has served the Albany Oregon Police Department since 1998. Captain Drum is responsible for the support services division.  He has served as a patrol officer, traffic crash reconstructionist, detective, and been a supervisor in patrol, detectives, the community resource unit, and narcotics.  Captain Drum is a graduate of the FBI National Academy and holds executive level certification from the Oregon Department of Public Safety Standards and Training. Marvin "Ben" Haiman Executive Director of the Center for Public Safety and Justice

Mr. Marvin "Ben" Haiman is the Executive Director of the Center for Public Safety and Justice at the University of Virginia and a Visiting Fellow at Rutgers University. A respected leader in public safety, Mr. Haiman consults nationally and internationally on law enforcement policy, recruitment, training, and technology. Previously, he served as Chief of Staff for the Metropolitan Police Department (MPD) in Washington, D.C., overseeing key units, including Communications, General Counsel, Equity and People, and Professional Development. He led the MPD's Professional Development Bureau from 2017 to 2021, where he advanced recruiting, training, testing, and HR operations, following several roles related to technology and policy.

Mr. Haiman’s extensive background also includes directing the Homeland Security Advisory Council at the U.S. Department of Homeland Security, where he developed critical task forces on national security issues. He holds a master’s degree in management from Johns Hopkins University, bachelor’s degree in mathematics from the University of Iowa, along with additional certifications in strategic management and public administration. Rex Ingram Chief of Police

City of Caldwell

On July 1, 2022, Rex R. Ingram was appointed as the 36th Chief of the Caldwell Police Department.

Chief Ingram comes to the City of Caldwell from the Los Angeles Police Department where he proudly served his community for nearly 17 years. Most recently, Chief Ingram served as a Lieutenant Watch Commander where he proudly worked in several different areas of Los Angeles, including the San Fernando Valley, Koreatown, and Hollywood. As a supervisor during his time with the LAPD, he held various operational, administrative, training, and command positions, including patrol sergeant, parole compliance unit OIC, Vice unit OIC, Bureau training coordinator, assistant watch commander, and human trafficking task force commander. In addition, Chief Ingram enjoyed spending his weekends overseeing public safety for events at the Los Angeles Memorial Coliseum, including NFL and NCAA games, concerts, and other sporting events.

Chief Ingram began his career as a patrol officer in South Central Los Angeles and later as a Youth Service Officer where he developed a passion for gang reduction and youth development. He was then selected by the Director of the Office of Operations to serve on a citywide specialized task force to prioritize reducing the most violent crime in Los Angeles. Chief Ingram was then recruited to work a gang enforcement detail, where he quickly set himself apart as a leading expert in criminal street and prison gangs. Later, he was appointed to work as an undercover investigator and training officer in the elite Hollywood Vice Unit. Additionally, Chief Ingram was asked by the Chief of Professional Standards Bureau to serve as the adjutant to the Commanding Officer, where he was credited for co-authoring the Departments “Green Book,” a well-respected and nationally accepted guide for supervisors to conduct complaint investigations.

Chief Ingram was born in Los Angeles, California, as the middle child of four children, to a father of Latin descent, and a mother of Egyptian descent. He comes from a family with a long history of public service and is a fifth-generation law enforcement officer. After his birth, he spent five years of his life in Baja California, Mexico, where he became fluent in Spanish, until moving back to the Los Angeles area. Chief Ingram began his public safety career as a law enforcement Explorer, serving with the California Highway Patrol as a teenager and young adult. Throughout his career, Chief Ingram has prioritized community involvement, safety, and public instruction. He has a distinguished instructional background in active shooter response training, critical incident management, and leadership.

Chief Ingram is passionate about active community collaboration and has been appointed to serve on several notable executive boards. He is an active member of Idaho Chiefs' of Police Association (ICOPA), where he serves as the 2023/2024 Vice President and will be the 2024/2025 President of the Association. Chief Ingram was also selected by the Office of Highway Safety (OHS) and appointed to as a Traffic Safety Commissioner on the Idaho Traffic Safety Commission for the Great State of Idaho. Additionally, Chief Ingram proudly serves on the Boys and Girls Club of Canyon County Executive Board, the Idaho Youth Ranch Board Advancement Committee, the Saint Alphonsus Foundation Board, and the West Valley Medical Center Executive Board of Trustees, the City-County Narcotics Unit (CCNU) Executive Board of Directors, on the Treasure Valley Metro Violent Crime Taskforce Executive Board of Directors, and the Canyon County 911 Executive Board of Directors.

Chief Ingram graduated from Union Institute and University with a Bachelor of Science degree in Criminal Justice Management. He has attended the prestigious USC Executive Leadership Program and has graduated from the Pepperdine School of Law - Dispute Resolution Course for law enforcement managers. Chief Ingram has attended and graduated from the Police Executive Research Forum (PERF) Senior Management Institute for Police (SMIP) in Boston, Massachusettes, as well as the Federal Bureau of Investigation (FBI) Command College in West Yellowstone, Montana. Additionally, Chief Ingram has attended and graduated from the FBI-Leeda Supervisory Leadership Institute, the Los Angeles Police Department’s West Point Leadership Program, the Sherman Block Supervisory Leadership Institute, and the California POST Management course.

Melinda Linas Commander

Chicago Police Department

Melinda Linas is a 25-year veteran of the Chicago Police Department, currently serving as Commander of the 14th District. She is known for her unwavering dedication to public service, community empowerment, and exceptional leadership. Throughout her career, Melinda has held a variety of critical roles, including Commander of the Office of Constitutional Policing and Reform, where she oversaw several key units, such as the Tactical Review and Evaluation Division (TRED), the 4th Amendment Stop Unit, and CompStat. She previously commanded the citywide Community Safety Team (CST), where she also served as a Lieutenant.

In addition to her distinguished law enforcement career, Melinda holds a Bachelor of Arts degree in Criminology from Marquette University and a Juris Doctor (JD) degree from John Marshall Law School. She has been practicing law since 2008. Melinda’s journey of service began with her time in the Wisconsin Army National Guard and Illinois Army Reserves, where she rose to the rank of Lieutenant due to her dedication and outstanding abilities.

A breast cancer survivor, Melinda’s battle with the disease strengthened her resolve to support others. She was deeply affected by the loss of her co-worker and best friend to breast cancer and has since focused on empowering women in under-resourced communities, channeling her passion into providing access to support, education, and vital resources.

Three years ago, Commander Linas experienced a profound personal and professional loss when a young officer under her command died by suicide. Shortly thereafter, another traumatic event occurred when a CST officer was murdered during a traffic stop, and her partner was severely wounded but survived. These tragedies deepened Melinda's commitment to addressing trauma and mental health within the police force. Her leadership in navigating these incidents with compassion and honesty set an example for her unit and further fueled her dedication to erasing the stigma around mental health and trauma among officers and military veterans.

Melinda is an active member of the International Association of Women Police (IAWP) and the Professional Women's Club of Chicago (PWCC). She also devotes her time to non-profit organizations like Erase PTSD Now, advocating for alternative treatments and destigmatizing PTSD for trauma survivors.

When not actively engaged in public service, Melinda enjoys golfing, cooking, traveling and cherishing time with her husband and two daughters.

Michelle McAllister Detective

Prince William County Police Department

Detective Michelle McAllister has over 19 years of law enforcement experience. She received a college degree in Criminal Justice. Detective McAllister began her law enforcement career as a patrol officer for five years, then became a Detective in the Criminal Investigations Division serving the in the Property Crimes Unit. Shortly after she was transferred to the Special Victims Unit. During this time, she was a member of the Internet Crimes Against Children Task Force for 4 ½ years. Detective McAllister later went to the Special Investigations Bureau and served on the Northern Virginia Gang Task Force for five years. During her time as a member of the Northern Virginia Gang Task Force, we served as a task force officer with the FBI, CR7 division, the DEA, New York Field Office, and the ATF. She has an extensive investigative experience working in an undercover capacity and federal firearms and narcotic investigations. Detective McAllister is one of the founding members of the Prince William County Policewomen’s Mentorship Program and serves as a member of the Physical Fitness Advisor Team. Currently Detective McAllister is assigned to the Personnel Bureau as a background investigator. Detective McAllister is a three-time recipient of the Valor Awards, two-time recipient of the Prince William County Executive award, Gang Investigator of the year (2022) and numerous agency recognitions for her investigative work. Detective McAllister also has received Congressional recognition, meritorious action, and Public Service awards from the U.S. Attorney’s Office – Eastern District of Virginia for her federal undercover and prosecutorial work. Detective McAllister has four children and is in a long-term relationship with her best friend and boyfriend Michael Ramirez. They share a passion for running and training Brazilian Jiu-Jitsu.

Tanya Meisenholder, Ph.D. Former Deputy Commissioner (NYPD)

Tanya Meisenholder is the Director of Gender Equity for the Policing Project at the New York University School of Law. In her role, she guides the implementation of the 30x30 Initiative to advance the representation and experiences of women in policing. She has nearly thirty years of experience in policing, primarily in leadership roles at the New York City Police Department (NYPD). Tanya holds a Ph.D. in criminal justice from the State University of New York at Albany. She is certified as a Modern Chief Diversity Officer and has been involved in Equal Employment Opportunity investigations by Cornell University. William Moore Senior Training Instructor

William has been an officer with the Austin Police Department for 17 years. William began his career working patrol throughout the city, frequently responding as a dedicated mental health officer. Additionally, William was active early on in his career as an adjunct instructor and has maintained a passion for training and teaching throughout his career.  

Currently, William teaches Use of Force, Defensive Tactics, Firearms, Tactics, and is the PM for Austin Police Jiu-Jitsu, a program he and Ryan Nichols created in 2022. William enjoys frequently interacting with the community and looking for ways to integrate officers’ training with community involvement. William double majored in Psychology and Sociology at the University of Texas in Austin and is currently enrolled in the masters’ program for Texas State University, pursuing a masters of science in Interdisciplinary Studies.

Na'Shayla Nelson, PhD Assistant Chief of Police

Assistant Chief Na’Shayla Nelson is a military veteran who has dedicated her life to public service. In 2007, Dr. Nelson began her law enforcement career.

She is a graduate of the University of Richmond’s 47th Session PELS (Professional Executive Leadership School), North Carolina State University’s 90th Session of AOMP (Administrative Officers Management Program), FBI-LEEDA Trilogy, FBI LEEDA e-Trilogy, and New Chief/Deputy Chief School (VACP). She is also a general instructor, adjunct professor, and certified emotional intelligence coach and holds numerous certifications.

Assistant Chief Nelson holds a Bachelor of Science from Upper Iowa University and two master’s degrees. She holds a Master of Public Policy and Administration with a concentration in Disaster Management from American Military University and a Master of Philosophy from Walden University. Assistant Chief Nelson has a Ph.D. in Public Policy and Administration from Walden University.

Dr. Na’Shayla Nelson is also a member of Zeta Phi Beta Sorority Incorporated, Continental Societies Inc., The National Society of Leadership and Success, the National Organization of Black Law Enforcement Executives, the International Association of Chiefs of Police, the Virginia Association of Police Chiefs, the National Association of Women Law Enforcement Executives, and other professional organizations.

Gwen Nolan, MA Department Captain

New Orleans Police Department

Gwen Moity Nolan is a Captain for the New Orleans Police Department (NOPD), with over 29 years of policing experience. She is currently the Commander of the Second District. Captain Nolan has a Bachelor’s Degree in Criminal Justice from University of Louisiana-Lafayette.  In 2005, she earned a Master's Degree in Criminal Justice and graduated with honors as well as being named Criminal Justice Student of the Year and honored as Graduate Student of the Year.

Captain Nolan is a 26-year veteran of the NOPD having worked in the Patrol Division, District Investigation Unit, Records and Identification Division, Recruitment and Background Investigation, Intelligence Unit, and served as the Commander of the Public Integrity Bureau for three years, overseeing the Misconduct and Force Investigation Teams. 

Prior to joining the NOPD, Captain Nolan served three years as a deputy with the St. Bernard Parish Sheriff’s Office.  

In addition to her academic achievements, Captain Nolan is a graduate of and a curriculum consultant for the International Association of Chiefs of Police (IACP) Women’s Leadership Institute (WLI); a graduate of Police Executive Research Forum (PERF)’s Senior Management Institute for Police (SMIP), and a graduate of the IACP Leadership in Police Organizations (LPO).

In 2022, Captain Nolan developed and wrote a New Orleans Police Department Officer Career Development Guidebook for all officers from Recruit to Retirement, focusing on mentoring, training, and planning for the future.

She has been married for 29 years and blessed with two children.

Jacquelyn Piper Lieutenant

Cobb County Police Department

Lieutenant Jacquelyn Piper serves as a Program Coordinator for the Cobb County Police Department's Drone Program, where she is instrumental in deploying advanced technologies to improve public safety and operational efficiency. She also holds the position of Drone Co-Chair for the Atlanta Urban Area Security Initiative (UASI), actively contributing to the development of regional security strategies through the innovative application of drone technology.

In her role as Day Watch Commander in East Cobb, Lieutenant Piper leads a team in navigating both emergency and non-emergency situations, drawing on her extensive background in law enforcement. Her career includes critical roles in units such as robbery/homicide, the gang unit, and property crime investigations, where she has demonstrated decisive leadership in handling high-stakes incidents, from pursuits to accident fatalities and complex criminal cases.

A member of the Crisis Negotiation Team since December 2015, Lieutenant Piper has been involved in numerous challenging callouts, including hostage situations and barricaded subjects. Her expertise in crisis negotiation further enhances her skill set, enabling her to maintain composure and sound judgment under pressure.

Currently pursuing a thesis in police technologies as part of the Naval Postgraduate School’s Security Studies program, Lieutenant Piper is exploring the transformative impact of emerging technologies on real-time crime centers, with a focus on enhancing situational awareness and improving decision-making within law enforcement.

Lieutenant Piper holds a bachelor’s degree in business administration from the University of West Georgia. She lives in Georgia with her husband, Jake, their two dogs, Pepper and Chili, and their young daughter, born in April 2024.

Through CRH’s efforts, nationally and internationally, public safety agencies gain technology strategic direction and focus on making data an organizational asset through effective data governance and transformative, modern analytical processes, and techniques that support and guide all aspects of the organization. Ms. Roush has over twenty years of law enforcement experience and had an over ten-year career at the Jacksonville (FL) Sheriff’s Office (JSO). During her tenure she was responsible for transforming the JSO’s use of analysis by specific units to full use by the agency in support of its policing strategy to address crime and holistically for organizational effectiveness. It was during this transformation, Ms. Roush was instrumental in implementing the use of research and data to improve police operations. For her commitment to using research and data analysis to improve police operations while in Jacksonville, she was inducted into the George Mason University Center for Evidence-Based Crime Policy's Evidence-Based Policing Hall of Fame. Ms. Roush holds a Master of Science in Social Science and  a Bachelor of Arts in Geography from The Florida State University.

Clay Swensen Lieutenant, Special Division

Clay Swensen is the Lieutenant over the Special Operations Division with the Sandy Police Department, in Sandy, UT. Clay holds a bachelor’s degree in criminal justice from Broadview University and master’s degree in Clinical Mental Health Counseling from Grand Canyon University.

In 2005, Clay began his career with Sandy City and has served in multiple roles over his twenty-year career to include crime suppression, K9, investigations, FTO, PIO, and administration.

Clay is the recipient of numerous awards including the Medal of Valor, Medal of Merit, Supervisor of the Year, Unit Citation, and Community Service Award.

Clay has a passion for mental health and officer wellness. He helped establish Sandy’s Peer Support Team and currently oversees the program. Clay has been a member of the Utah State Critical Incident Stress Management Team for almost a decade. In 2025, Clay plans to retire from law enforcement and become a full-time mental health counselor, focusing on first responder mental wellness.

Clay is married to his wife of twenty-two years, has two adult daughters, and numerous pets. He and his family love travel, snow sports, the outdoors, and riding motorcycles.

Antoinette Tuff is passionate about keeping the workplace and schools psychologically safe environments by using her "Tuff Tactics" Techniques.  As the result of Antoinette being held hostage in a diverse and inclusive environment with a gunman, she is committed to restoring, revitalizing and reconnecting corporations with their leadership teams and employees, by bringing them back to the heart of the corporation where everyone can feel appreciated and valued.

On August 19, 2013, Antoinette Tuff was a school bookkeeper, severely depressed because her husband of 33 years had recently left. She, now, as a single mom, was faced with the daunting challenges of raising a son with multiple disabilities and a daughter in law school.

Never did she think that she would become a hero saving more than 1,000 lives, a best-selling author, an international celebrity, an expert on community safety, the Founder and CEO of a non-profit, Kids on the Move for Success or a guest of Michelle Obama at the State of the Union Address.

The next day, her life changed forever. Antoinette, an accidental hostage negotiator, used her experiences with challenging life issues to successfully convince an armed gunman, who entered the Ronal E. McNair Discovery Learning Academy, to give her his AK-47.  This is the only school active shooter situation in the US that ended without death or injury to students, faculty, parents or shooter himself.  Experience hostage negotiators, law enforcement and community leaders praised her intuitive, yet textbook, hostage negotiations on August 20, 2013.

As a speaker, Antoinette shares how her everyday crisis management techniques using Tuff Tactics apply to a wide variety situations, both large and small.
